About this position:
The incumbent receives broad supervision from the Director of Engineering of the Southeast Louisiana Flood Protection Authority East (SLFPA-E) and is directly supervised by the Engineer 8. This position exercises direct supervision over (1) Engineer 1-5 and (4) Engineering Technicians.
The incumbent of the position performs professional level engineering duties in the planning, design, construction and inspection of flood protection systems (including levees, floodwalls, floodgates and other such structures) and other buildings and structures under the jurisdiction of SLFPA-E within Orleans, St. Bernard, and East Jefferson parishes. The above duties will include projects of moderate complexity and size ranging in construction value from $250,000.00 to $5,000,000.00.
The incumbent must possess a current Louisiana license to practice professional engineering.

MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

FUNCTION OF WORK:
Supervises the planning, design, construction, inspection, and/or maintenance of building systems or programs through subordinate professional engineers.
LEVEL OF WORK:
Supervisor.
SUPERVISION RECEIVED:
Broad from an Engineer 7 or higher. Alternative reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Direct over a staff of Engineers, Engineering Technicians, or others who assist in specific assignments.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer 5 by the presence of responsibility for direct supervision over professional engineers.
Differs from Engineer 7 by the absence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.
JOB DUTIES
55% - Plans, coordinates and executes levee inspections. This includes United States Army Corps of Engineers (USACE) Annual Inspections, High River Inspections and the Louisiana Coastal Protection and Restoration Authority (CPRA) / State Quarterly Inspections. The incumbent also coordinates with Operations and Maintenance personnel to effect repairs as needed.
15% - Coordinates the planning, design and construction administration of major maintenance and capital improvement projects. This includes managing the invoices related to these projects. Assigned projects are approved by the Engineer 8.
15% - Coordinates engineer/construction activities by consultants and staff designers as required by SLFPA-E, CPRA and private groups.
10% - Supervises the activities of subordinates by ensuring the assignments are carried out and completed efficiently, in a timely manner and in accordance with accepted safety and professional standards and practices. Responsible for hiring, onboarding, and performance and time management for subordinates.
5% - Support other SLFPA-E departments with engineering needs and projects as needed.
Any other duties as assigned.
NOTE: In emergency situations (hurricanes, high winds and/or tides, conditions conductive to flooding, or other warranting conditions) the incumbent is on-call and shall report for duty if required. In such cases, the incumbent shall remain on duty until emergency conditions subside or until released from duty by the appropriate authority.
