Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a high school diploma or GED plus five years of sub-professional engineering experience.
Substitutions:
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.
College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics.
All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.
Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.
Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.
A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience.
Possession of an engineer intern certificate will substitute for all of the required experience.
Supplemental Qualification Requirements:
Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position.
NOTE: Any college hours or degree must be from an accredited college or university.

This job is designated a Dual Career Ladder job as defined in Civil Service Rule 1.14.1.1, requiring performance of higher level, more complex duties and possession of advanced, specialized skills. A Civil Service Commission approved agency policy is required prior to implementation.

Broad from an Engineer 5 or higher or comparable level professional manager of the agency served.

Job Distinctions:
Differs from Engineering Technician 5 by level of complexity, agency's recognition as section/district technical expert in specialized area and/or by requirement for extensive training and experience in a highly specialized field.
Differs from Engineering Technician 6 or 7 by the absence of supervisory responsibilities as well as by DCL policy requirements for supplemental qualifications and PPR ratings.
Examples of Work
Under the supervision of the Engineer 6, this position is responsible for conducting the unit's laboratory and field research program in response to DOTD's objectives and in response to problems of extraordinary difficulty by providing expert technical direction to the Asphalt Technology Research Unit of the Louisiana Transportation Research Center. This program encompasses a full spectrum of transportation technology and operations incorporating widely diverse infrastructure areas ranging from neat and modified asphalt cements, asphalt concrete mixtures, hot mix asphalt design, construction, and maintenance, to quality control and assurance, maintenance surface treatments, recycled materials, cold mix asphalt and materials characterization. The incumbent makes independent decisions and recommendations during the design and conduct of the research program and assists the engineer in implementation and technology transfer activities.
LTRC is the division responsible for the transportation research program in Louisiana for the Louisiana department of Transportation and Development. Using a staff of engineers, engineering technicians, professors, research associates and students, research is conducted through a diverse in-house program in direct response to identified engineering problems that are complex and unprecedented. This program coordinates and directs the implementation of national and state research findings and the exploration, exploitation and implementation of new technologies for DOTD use.
As the unit technician expert, the incumbent advises the Engineer in all technical matters in the area of
responsibility, provides direction for the conduct of research projects and for research portions of construction and maintenance projects.
70 % Serves as the LTRC technician expert on the development and conduct of research activities;
plans and executes the research program; collects and analyzes data in the asphalt technology related
research area involving the use of sophisticated and highly specialized equipment such as Superpave
binder tests, Superpave mixture test, repeated load creep analysis, asphalt pavement analyzer, rut
wheel tracking devices; uses independent judgment based on experience and knowledge in the unit's
area of responsibility to provide unique solutions to non-routine problems; delivers analysis of data in
completed format ready for reporting or presentation; evaluates new concepts and procedures using the
latest technology available; provides expert technical advice and recommendations to improve
department policies and procedures; and, assists the engineer in making decisions and
recommendations regarding the development of test equipment, test procedures, specifications and the
implementation of new technologies.
20% Performs duties necessary for the efficient operation of the asphalt technology unit in achieving its
research program goals including: attaining American Association of State Highway Transportation
Officials laboratory accreditation where required; participates in the state co-op testing program;
development of new test equipment and procedures; ordering and receiving equipment and supplies;
maintaining equipment and sample logs and data fifes; maintenance and calibration of equipment; and,
as the unit technician expert functionally supervises and provides training to lower-level personnel in
the use of new test equipment, test procedures, and new technologies.
5% May be required to perform other duties as necessary including but not limited to
emergency disaster support activities.
5% Completes required courses in the DOTD Structured Training Program.
