Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
Experience Substitution:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work
The incumbent will serve as a Project Manager/Business Analyst in the BHSF Project & Portfolio Management Office (PPMO) section. The PPMO provides oversight and project, program, and portfolio management services for a variety of technical and business projects in support of the LDH.
The position reports directly to the Medicaid Program Manager lB and is a part of a team providing support to the Louisiana Medicaid Director and Medicaid Deputy Director of Medicaid Systems. The incumbent must be attentive to detail, able to focus on different projects at one time, manage time wisely, work independently, apply Medicaid rules and policies, and be proactive in seeking input from other staff within LDH. The incumbent would preferably have the following skills: excellent written and verbal communication; strong organizational skills; demonstrated team leadership; and experience in project management, business process analysis, health care administration, health plan operations and health care policy research and analysis.
The incumbent's responsibilities include but are not limited to the following duties:
60% Collaborate with various stakeholders (Medicaid, contractors, agencies, departments, and state partners) to develop, design, and implement new systems, programs, policies, and contracts. Plays a pivotal role in project management, communication, data collection, and reporting.
Define project scope, develop detailed schedules, and manage budgets.
- Monitor project progress and identify potential issues and risks.
- Implement mitigation strategies and report to executive management.
- Lead project closure activities and document lessons learned.
- Elicit requirements through interviews, workshops, surveys, and analysis.
- Collaborate with SMEs to establish technical vision and analyze trade-offs.
- Translate business needs into application and operational requirements.
- Coordinate with department leads and project teams to ensure timely execution.
- Analyze critical path and constraints to optimize schedules.
- Conduct testing and validation to ensure quality and compliance.
30% Prepares for, attends, leads, and actively participates in stakeholder meetings, project status meetings, and any other project related meetings. Assists Project Lead by assigning tasks, prioritizing work, setting goals and objectives, and evaluating and approving work product. Provides technical and programmatic guidance as needed.
5% Documents and maintains desk procedures for all daily operational work.
