Position: Engineer 7 – Project Management Administrator

Responsibilities:
- Serves as an Administrator in CPRA’s Project Management Division
- Exercisesfunctional supervision over a team of CPRA Project Managers
- Reviews and directs work performed by high-level subordinate staff and contractors
- Provides management guidance to staff
- Consults, advises and coordinates with representatives of federal, state, and local officials and departments, as well as private engineering consultants and firms
The maximum salary for the Engineer 7 position is $154,690 annually.

MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Three years of licensed engineering experience; or
Seven years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

FUNCTION OF WORK:
To manage a major engineering function for a state agency.
LEVEL OF WORK:
Manager.
SUPERVISION RECEIVED:
Broad from an Engineer 8 or higher. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Subordinate staff typically consists of Engineers 6 and other lower-level Engineers. Alternative reporting relationships may be approved by SCS.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer 6 by the presence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.
Differs from Engineer 8 by the absence of responsibility for directing large-scale engineering projects or programs for a state agency.

Coordinates the project management of all programs and projects to ensure projects remain on schedule and under budget.
Serves as team lead on assigned projects and functional supervises project personnel for assigned projects and provides guidance and direction on achieving project milestones and objectives.
Reviews and participates in the preparation of engineering reports and other project submittals as part of implementation.
Initiates, negotiates, and manages contractual agreements with other local, state, and federal agencies, consulting firms, and educational institutions.
Maintains continuous liaison and coordinates activities with other local, state, and federal agencies.
