MINIMUM QUALIFICATIONS:
One year of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Eight years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus six years of experience in information technology or administrative services; OR
An associate’s degree in information technology plus six years of experience in information technology or administrative services; OR
A bachelor’s degree plus six years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus five years of experience in information technology or administrative services; OR
A master's degree plus five years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any area.

JOB DISTINCTIONS:
Differs from IT Statewide Director 3 by the presence of responsibility for administering a division of the Office of Technology Services.
Differs from IT Statewide Administrator 2 by the absence of responsibility for administering a highly complex division of the Office of Technology Services.
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
The IT Statewide Administrator 1 position reports directly to the IT Statewide Senior Administrator of Technology (Chief Technology Officer) and is responsible for all End User Computing (EUC) management information systems and operations for all Executive branch OTS in-scope agencies statewide as well as some out of scope state agencies. EUC is responsible for providing complex and geographically dispersed enterprise user and device support services statewide for more than 30,000 users and devices in 850+ locations. EUC services are made up of 3 sections with different core areas of concentration including Incident and Operations Management, End User Technology, and Field Operations. Incumbent of this position is responsible for division administration of all daily operational and emergency support functions for each section including IT service development, service delivery, strategic planning, project management, personnel management, and financial management.
30% Develops division short and long range strategic plans, goals, performance metrics and reporting. Establishes all end user related lines of service and associated rate structure. Oversees division financial planning, budget administration and customer billing. Develops operational standards, policies and processes. Oversees division personnel administration and human resource planning, technology resource planning. Conducts staff meetings with section Directors. Participates in Executive management meetings with other OTS divisions and customer agencies. Participates in Enterprise Governance meetings to evaluate and approve enterprise technology standards. Participates in project management meetings and incident management meetings with OTS divisions and agency customers.
Oversees division research of technology solutions to evaluate emerging technologies and conduct proof-of-concept investigations. Establishes key initiatives to increase operational efficiency and improve organizational processes. Oversees division change management processes. Oversees contracts and relationships with third party vendors and ensures expected service levels are being met. Ensures industry system framework standards are adopted and is responsible for system audit compliance with applicable regulations and guidelines.
15% Division administrator over the section responsible for statewide Incident, Problem and Operations Management. Responsible for Level 1 and Level 2 Service Desk phone platform administration and enterprise user and device phone and remote support. Responsible for 24x7 enterprise Network Operations Center network, application and system monitoring and associated platform administration as well as after hours, weekend and holiday phone support. Responsible for enterprise customer email and ticket evaluation, triage, escalation and routing to OTS teams. Responsible for remote troubleshooting and issue resolution of user, desktop device and network devices. Responsible for facilitating response and resolution efforts for major service outages. Responsible for administration of the Service Management System platform including Incident, Service Request, Problem and Knowledge modules.
15% Division administrator over the section responsible for statewide End User Technology management. Responsible for enterprise end user device configuration management platform administration. Responsible for imaging, patch management, software packaging and distribution. Responsible for user profile virtualization platform administration and environment management platform administration. Responsible for customer user ID and account management. Responsible for the division Asset Management platform and processes. Responsible for device location services, inventory updates and reconciliation. Responsible for warehouse operations and hardware deployment center services. Responsible for division customer billing. Responsible for hardware line of service administration, quotes, purchase orders and equipment stock.
15% Division administrator over the section responsible for statewide Field Operations onsite support. Responsible for enterprise onsite hardware, software and peripheral device support in customer field offices. Responsible for local network and server support in field offices. Responsible for project planning and deployment of new computers, tablets, handheld devices and associated peripherals. Responsible for onsite support for statewide ESF Operation Centers and Shelters during and after disasters and emergencies.
10% Responsible for the overall End User Computing related budget, cost allocation, rate development and finances of associated lines of service. Provides oversight for procurement, competitive bids, contracts, and projects. Responsible for ensuring processes are established for hardware and system lifecycles, order processing, inventory tracking, change management and incident response. Responsible for monthly customer usage tracking and billing.
10% Responsible for overall personnel administration, staffing levels, resource planning, training, communication and performance evaluation. Establishes operational performance measures, organizational goals, improvement strategies, and project initiatives. Conducts meetings with peers and staff to discuss organizational plans, operations and issues.
5% Performs all other tasks, special projects, analysis, studies, and plans as directed.
