The Project Director is responsible for oversight of the project, including technical and programmatic aspects of the award and oversight of evaluation activities. This is a high-level management position that will monitor and assist with managing the implementation of specialized grants from federal partner, to include the Substance Abuse Mental Health Services Administration (SAMHSA) Community Programs for Outreach and Intervention with Youth and Young Adults at Clinical High Risk for Psychosis (CHR-P) Grant. This is a four-year grant awarded to OBH in 2024 that provides services to youth and young adults (up to 25 years of age) who are at clinical high risk for psychosis.
Serves As:
- Louisiana Department of Health-Office of Behavioral Health (LDH-OBH) subject matter expert (SME) for assigned special project and funding source. This position is also responsible for researching grant funding opportunities for the populations of focus.
- Liaison to Federal Partners, SAMHSA for CHR-P Grant. Provide oversight and coordinate with grant sub-recipient, Tulane University’s Early Psychosis Intervention Clinic - New Orleans (EPIC NOLA) and local partners and stakeholders on the accurate collection, reporting and dissemination of information.
Assure goals and objectives set forth by funding sources are met, standards are adhered to, and policy and procedures are followed. Identifies areas of non-compliance with developed performance measures, as well as trends in service delivery.
Provides technical assistance to achieve necessary corrective action. Ensures a system of accountability and measuring of performance is in place.
Manage contract negotiations, development, submission, execution, and monitoring new contractor and ensure the delivery of services eligible population.
Monitoring includes:
- Monthly oversight over invoices, requests, and approval of funds used as well as quarterly on-site visits to review both administrative and clinical files and documents.
- Assists in monitoring federal grant funding requirements.
- Drafting amendments and renewal contracts within prescribed schedule to ensure no break in services to the target population.
- Review and approve all publications related to the CHR-P Grant and submit internally within LDH and OBH for approval.
- Review all invoices and supporting documentation of expenses and submit for payment.
- Review critical incident reports and conduct follow ups to ensure incidents are appropriately resolved as needed.
- Presents grant opportunities for consideration to supervisors and leadership that support the target population and sustainability.
- Establish program priorities for use of grant funds with population of focus and within geographical area served by the grant funds.
- Provide training and Technical Assistance (TA) for provider. Technical Assistance shall include assistance with preparing required reports and data elements.
- Collaborate with other agencies to increase resources for implementation, to include Local Governing Entities and other stakeholders in the target service areas.
- Research to identify and schedule training opportunities on Evidence-Based Treatments/Practices for Clinical High Risk for Psychosis (CHR-P) to clinical program, stakeholders and partners implementing behavioral health services.
- Assure written policies and procedures are drafted and remain current to support development and implementation of the LA CHR-P program. Ensure long and short range plans take into account national trends, state capacity, identified needs, funding options and other relevant variables.
- Maintains database/listing of resources/programs available to individuals with behavioral health disorders.
- Represent OBH as an expert and serves as liaison for the agency in matters pertaining to assigned program area with federal and state governmental officials, private agencies, professionals and community based advocacy groups.
- Serves as agency representative for program and policy areas on task forces and executive level committees statewide.
- Responsibilities include the generation and/or revision of interagency agreements and/or protocols for multiple agency responsibilities to support services to the population of focus.
- Represents OBH on advisory boards and council meetings as approved by supervisor and/or executive level management.
- Statewide Travel is required.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus four years of professional level experience in administrative services, economics, public health, public relations, social services, health services, or surveying and/or assessing health or social service programs or facilities for compliance with state and federal regulations.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: public health; public relations; counseling; social work; psychology; rehabilitation services; economics; statistics; experimental/applied statistics; business, public, or health administration.
A Juris Doctorate will substitute for one year of the required experience.
A master's degree in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for one year of the required experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.
A Ph.D. in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for two years of the required experience.
